List of ESI Dispensary in Delhi 2026: Hospitals, Eligibility, Helpline

Quick answer

Delhi's ESI dispensaries and its four ESIC hospitals (Basaidarapur, Jhilmil, Okhla and Model Hospital Rohini) are run by ESIC's Directorate (Medical) Delhi. Workers earning up to Rs 21,000 a month are covered. Your employer allots your dispensary at registration. Find dispensaries on dmd.esic.gov.in or call 1800-11-2526.

  • ESI wage ceiling: Rs 21,000 per month (Rs 25,000 for persons with disability).
  • Contribution: employee 0.75%, employer 3.25% of wages (since 1 July 2019).
  • Delhi has 4 ESIC-run hospitals: Basaidarapur, Jhilmil, Okhla and Rohini.
  • ESIC toll-free helpline: 1800-11-2526.

If you work in a Delhi factory, shop, office or other covered establishment and your wages are within the ESI limit, you and your family are entitled to medical care through the Employees’ State Insurance (ESI) scheme. This care is given at ESI dispensaries and ESIC hospitals across the city. This guide explains who qualifies, how to find your nearest ESI dispensary, how the Pehchan card works, how to change your dispensary and which ESIC hospitals in Delhi you can be referred to. Every figure below comes from ESIC, the Labour Ministry or the Press Information Bureau (PIB).

Who is covered by ESI in Delhi?

The ESI Act applies to factories and establishments that employ 10 or more people. The Labour Ministry’s 2025 year-end review says the Code on Social Security, 2020 has extended ESIC coverage across the country. It also allows establishments with fewer than 10 employees to join voluntarily, and makes coverage compulsory in hazardous industries even if there is only one worker.

Whether you qualify as an employee depends on your monthly wages. In a written reply to the Lok Sabha in July 2025, the Labour Minister confirmed that the wage ceiling has been Rs 21,000 a month since 1 January 2017. For persons with disability, the ceiling is Rs 25,000. In September 2026 the government raised the EPF (provident fund) wage ceiling to Rs 25,000. That change applies to EPF only, not ESI. Check esic.gov.in for any later change to the ESI ceiling.

How do you register and get the Pehchan card?

Workers do not register with ESIC on their own. Your employer registers you online on the ESIC portal using the establishment’s ESIC code. The steps:

  1. Your employer registers you on the ESIC portal as soon as you join, with your personal details and your family members’ details. This generates your insurance number (IP number).
  2. During registration you name the ESI dispensary where you want treatment. Choose one close to your home.
  3. Until your card is ready, your employer can print a Temporary Identification Certificate (TIC) for you, so you can start using ESI benefits straight away.
  4. Complete photo and biometric enrolment if asked. ESIC began photo capture of insured persons and beneficiaries in 2025 to verify identity.
  5. Download your Pehchan card. ESIC’s revamped Pehchan card carries a QR code and photographs of you and your family members. It can be downloaded from the Employer Portal or the Insured Person (IP) Portal.

Keep your family details up to date. ESIC’s employee guide asks insured persons to add or remove family members in their declaration after a birth, marriage or death. Employers can make these changes on the portal.

How to find your nearest ESI dispensary in Delhi

ESIC’s Directorate (Medical) Delhi runs the dispensaries and ESIC hospitals in the capital. Its website, dmd.esic.gov.in, lists ESIC dispensaries and Dispensary-cum-Branch Offices (DCBOs) along with their addresses. Check that list for current details, because addresses do change. ESIC has, for example, issued a circular on a new address for its Mayur Vihar dispensary. To find your dispensary:

  1. Look up the dispensary recorded at your registration. Your employer can see it on the ESIC portal.
  2. If you have not been allotted one yet, open the Dispensaries list on dmd.esic.gov.in and pick the one nearest your home.
  3. Call the toll-free helpline 1800-11-2526 to confirm the address and timings.

How does dispensary allotment and change work?

Your dispensary is fixed when your employer registers you, based on the dispensary you choose. It is where you go for routine consultations and medicines. If you move to another part of Delhi, you can change it:

  1. Tell your employer your new address and the dispensary you want.
  2. The employer updates it on the ESIC web portal. ESIC’s employer guide says the employer may change the dispensary from the drop-down list there when there is a valid reason.
  3. Download an updated card or certificate from the portal and check that it shows the new dispensary.
  4. If you have trouble, contact your ESIC branch office or call 1800-11-2526.

In an emergency you do not need to go to your own dispensary. ESIC’s employee guide says an insured person can visit any ESI dispensary or hospital in an emergency.

Which ESIC hospitals are there in Delhi?

In the Lok Sabha in July 2025, the Labour Ministry said Delhi has four ESI hospitals, all run directly by ESIC. The Directorate (Medical) Delhi website lists them as follows:

In May 2026, ESIC launched a free annual health check-up programme for insured persons above 40 years of age, with the national launch held at ESIC Hospital Basaidarapur. Ask at your dispensary or hospital how to book a check-up.

How does the ESI referral process work?

Except in emergencies, ESI treatment works as a referral chain. You start at your dispensary and are sent further only when you need to be:

  1. Visit your allotted dispensary first with your Pehchan card or OPD slip.
  2. If you need a specialist, tests or admission, the dispensary doctor refers you to an ESIC hospital such as Basaidarapur, Jhilmil, Okhla or Rohini.
  3. If the ESIC hospital cannot provide a super-speciality service, it may refer you to a tie-up hospital. ESIC says cashless super-speciality treatment is given only to beneficiaries who are properly referred.

A PIB release from 2021 explains one exception. Beneficiaries who have no ESIC hospital, dispensary or Insured Medical Practitioner within 10 km of home can get cashless OPD care at an ESIC-empanelled hospital without a referral, by showing their e-Pehchan card or health passbook along with Aadhaar or another government ID.
